I just wrote:

I did some more testing and narrowed it down to GNU textutils.  The
tsort from bsdutils as shipped with previous versions of Debian does
work correctly.

I wrote an autoconf test which checks whether tsort will give output
in case of a loop.  If it doesn't, cat will be used instead.
