Can you 'cat /etc/selinux/config'? This might possibly be a selinux issue. Also, look in /var/log/messages (or wherever you log kernel messages) to see if there are any 'avc' errors reported. Also, try 'echo 0 > /selinux/enforce' - if that makes it work, it's an SELinux problem.
