Sending non-ASCII without MIME is against the RFCS, and shouldn't
be allowed.  This is one case where intentionally breaking compatibility
isn't a bad thing. (At a minimum, if it's a one-part mail, you need to at
least stick a MIME-Version: on it and a Content-Transfer-Encoding: 8bit
and hope the MTA is happy with that...)
