I wouldn't document a separator as #:#. I mean, does the sh man page say
that the comment character is #, but that you have to use ## on blank
lines? I think it is sufficient to say that the comment characters is
"#:". For example:

  #:
  #: Program Customizations
  #:

I would however say that empty lines are not allowed. Good catch,
