nmh doesn't interpret HTML, so what command is being run to do that and with what options, e.g. lynx. `ps xfww' in another terminal whilst the corruption is being viewed might help and will also show the temporary file containing the HTML. You should find that contains valid UTF-8, as your other tests have shown.
