Because it isn't. Until we are actually approaching a release (i.e. in feature freeze) this is just needless make-work for the developers. If you want a snapshot release, all the tools for you to build one are in the source tree. And on any form of modern hardware, going from checkout to RPM takes about two minutes. --lyndon
