Aside from whether that stdio would be helpful, is it time we switch to
assuming UTF-8?

If that's really a problem for users that can demonstrate why they must
remain using non-UTF-8 then perhaps an iconv or similar slapped on nmh's
stdout and stderr would keep them happy.  A bit `Eww', but would keep
the 1% happy, maybe.
