The current behavior if you set the unseen sequence to begin with the sequence negation prefix is to create a positive sequence beginning with the sequence negation prefix which is something the mhequence man page explicitly warns against doing. Anyone doing this under the current interpretation has been asking for trouble.
Obviously anyone using an MUA that directly interprets .mh_sequences should not set the sequence negation prefix to match the unseen sequence until all the MUAs they use support it.
