The simple answer is that nmfe72.bat does not exist in the directory from where you issued your command to start NONMEM. You can copy nmfe72.bat into each directory or create a PATH to the directory where you keep your nmfe72.bat. There is an instruction on how to add a PATH in Windows in the installation guide to NONMEM.
