Of course, since COICA applies its juice to the weak link (no pun
intended) of domain registrations, one can assume that many sites
concerned about such enforcement regimes will (a) move offshore and/or
(b) use addressing mechanisms not dependent on registered domain
names.

The legislation also attempts to cut off payment systems to
blacklisted sites, but most such sites don't accept money in the
first place.

Just as the irradiation scanner manufacturers have TSA by the
you-know-whats, the MPAA-censorship lobby has Congress by the same
figurative organs.
