As many are aware, the approaching WCIT-12 meeting will review the the
International Telecommunications Regulations (ITRs) treaty..
The 1988 WCIT, which last defined ITRs, was strictly about telecom, however
as WCIT-12 approaches the scope is broadening, perhaps alarmingly.
There are already proposals to add "processing" to the definition, so that
the definition would read: "any transmission, emission, reception or
processing of signs, signals, writing, images and sounds or intelligence of
any nature by wire, radio, optical or other electromagnetic systems.?-
the thinking is that this would cover content, computing, e-commerce,
distribution, etc
For some time certain ITU members have been keen to add the term ICT to the
definition and, at last week?s WCIT-12 Council meeting (CWG-WCIT) on June
20 in Geneva, several Arab States made a formal proposal.
In his speech at that same meeting Secretary General Tour? appeared taken
aback by unfavorable press generated by an earlier meeting, saying "I
suppose that mentioning the word ?Internet? wakes everybody up, and gets
them to pay attention." For the remainder. he repeatedly used the term
"ICT" http://www.itu.int/en/osg/speeches/Pages/2012-06-20.aspx
However, the term ICT, Information and Communications Technology*, *itself
is ill-defined.
At the ITU-D Advisory (TDAG) this week; one new work item discussed could
have an impact on how the Internet relates to what is considered an
?ICT?. TDAG has agreed to request Study Group 1 to work together with
other ITU Sectors (T and R) on elaborating a working definition of the term
"ICT" and submit their proposals to TDAG in 2013 for subsequent
presentation to the Council meeting in 2013 and its working groups. The
definition will also be considered at the World Telecommunication
Development Conference (WTDC) March 2014 and at the Plenipot Conference in
2014.
