If you are paying an existing balance on your credit card, I would treat that as Debt Repayment and assign the outgoing payment transaction to that bucket. If you are just paying off a balance for a recent purchase, I don't assign those transfers to any bucket because the actual transaction was for a purchase and has already been assigned to a bucket.
