No, this is not the case. They don't affect allocations because  
MoneyWell doesn't recognize them as income so they can't be allocated  
and expense transactions don't affect allocations at all.

Scheduled transactions can be shown or hidden (see the View menu) so  
you can get a view of what you will be spending in the future. If you  
have pending transactions this month visible, they will deduct from  
your available money in your expense buckets and even show up as  
potential income in your income buckets but you can't allocate them  
and they are only there to keep you from spending the money that you  
will spend later in the month.
