The Payee and Memo fields are properly set for both transactions when you use the Transfer button (I just never use that because then I have to fill in the accounts manually). There's no reason why you should be losing what you entered into that New Transfer panel. Naturally, it won't work for splits because the split process doesn't give you a chance to use the New Transfer panel.
