If we're talking about the browser's refresh button, then you have no influence 
over what will happen: the browser *will* re-issue the GET request for the URL 
in the address bar, and your server will have to re-deliver the entire contents.

If you're talking about a button within your web page, then you can of course 
program it to do whatever you want.
