Assuming you want to go with the standard client/server scenario, WebRTC is most likely the wrong API for the job as it deals mostly with peer to peer streaming of local media streams, AFAIK.
It is probably easier to use just a regular HTTP stream for the audio, or use some other binary transport (some versions of WebSockets may support this) and use the media stream/source append APIs.
