The link_settings are applied to other targets depending on that target. You 
should:

{
        "name": "my_cool_addon",
        "sources": [...],
        "libraries": ["path/to/dll_or_lib"],
        # ...
}

You won't really need link_settings within a nodejs extension, unless you build 
the lib and extension separately. 
I suggested using the path to the library, because i belive that this will work 
compiler independent. Otherwise, you'll have to create two targets. One of them 
must be type:static_lib and the other needs to have an entry of 
requires:that_lib. In this case, the linking is handled automaticaly for you.
