That sounds like a bit of false logic... "scaling the UDP server" in no way makes up for the lack of retries in TCP... that statement addresses only one potential reason for a UDP connection to fail... If your only solution is "scale it up" you still fail to account for the primary reason why a packet might get lost.... network issues.
