this is my thought on the overusage for Des. I have only looked at this team 
because I play him in the first round but I would feel cheated if I won the 
series without Des at full strength.   
Overusage is a big problem however I have a hard time seeing someone penalized 
when there player is overused on someone elses watch by a very minor infraction 
such as 1 or 2%.  The important thing is to keep everything fun without 
allowing direct violations of the rules.

Oakland Buzzards have reversed their position on overusage in calendar '10
we enjoyed  12 road games / 20something home games in SeptOct. making usage 
very easy to monitor this year, but .... Hurricanes had 3 home games ??!!! argh.
 
clearly Tom and Chuck have made specific efforts to avoid overusage , and still 
it occurs , due to the schedule NOT from lack of due diligence. 
these sanctions seem excessive for such an unfortunate set of circumstances.
11 innings seems like alot but I think Vasquez Hoffman and Kemp should be 
liberated ...
 
perhaps nextyear ; locking our CM in Sept....
and/or 103%

Here Here Tom!  Stop looking at the letter of the law and look more at the 
spirit of the law.  You can tell when someone is trying to control their useage 
versus someone who is abusing it.  Sorry I wasn't able to calculate correctly 
to the AB how Kemp would be used on the road in the last block thought I did 
the best I could and I think it shows.

I wanted to weigh in on my overuseage on my 3 players.
 
Hoffman- I traded for him in late July and he was already over his innings 
pitched when he moved onto my roster.   I got him strictly for the playoffs!  I 
never once activated him!  The overuseage when he was actually on my team 
happened on 8/8 in which he pitched 3 innings AT OHIO and 8/10 in which he 
pitched a 1/3 of an inning at OHIO. AGAIN I NEVER ONCE HAD HIM ACTIVATED.  I 
DON'T KNOW WHY OHIO HAD HIM ACTIVE.  HE NEVER PITCHED IN ANY OTHER GAME IN ANY 
MONTH BCUZ HE WAS IN THE MINORS.   
 
Vasquez- I traded for Vasquez for a playoff push as well.   I was watching him 
closely through September/October;  I had two games left for him to pitch(last 
two series of THE year) and he had 14 innings left in which they were both road 
games.   I got results back from Lakeland that he pitched 7innings.  I then 
emailed PIT to let him know that Vasquez could only go 7 innings.  I never 
heard a word from him?  Then, I get results back that he pitches a 9 inning 
complete game shutout!  So he went over 2 innings over.  221 innings out of 219 
pitched.  I even pulled him after 5 innings in his 9/25 start to help make sure 
i was good on the road.  Once again I am being punished by NO playoffs.  
 
Lackey went over 3 innings and was over by 1%.  I can't give you any excuses on 
my end for him.  He just got a bit away from me a bit.  I understand if he 
shouldn't pitch in the playoffs.  BUT THE ABOVE TWO WERE SIMPLY NOT MY FAULT.
 
I feel in both cases that Hoffman and Vasquez should be able to pitch in the 
playoffs.
Also from the other teams I can't believe we are going to punish Kemp who had 
600+ at bats and was over 4 at bats and we deem that as no playoffs? THAT'S NOT 
BLATANT OVERUSEAGE.  Maybe Poreda over 11 innings(used like a dog in Sept; 
might not have been forseen either) and maybe Guzman over 8+ may be a bit much. 
 Allthough Guzman was right on useage until the last 4 games of the year on the 
road in which he got used like crazy.  Not sure if a manager could have forseen 
that?  Even Hudson over 3 isn't that bad to me when you can't predict road 
innings the last month and we don't know when road results will come in while 
we all try and get our home games in on time.
That's why guys hold out there home series  so long in the last month to 
control that.
I should have done that.
 
NOT TRYING TO BE DIFFICULT JUST STATE MY CASE.
 
I look forward to a ruling on Hoffman and Vasquez.  And maybe some others as 
well.

do we really need a change of rules or a change in our own diligence?
with a 40 man roster and the pitcher hitting 3 times per game.;
seems like usage wouldnt be such an issue but I guess the schedule is going to 
get at least 1 or 2 teams every year .
maybe we could ; rather than try to put a number on it (pa/inn) raise the % to 
103 or so.
 
I agree with uniform penalties only
 
on another subject;
the forming a lottery to address a thought of tanking by teams for a better 
draft position will penalaize the truly subpar team that tries to win but 
cannot because  his team is so poor.

Jack I agree we should stick to current rules as I always have in the past).  
So I am asking how do we fix it from here on?  Maybe change reporting rules or 
change so that there are no games in Oct, or divide last month into 2 reporting 
periods?  Wish there was a way to get the game not too have most teams with 
either all home games or all rd games.


Here is what the current rules state:  
1.       OVERUSAGE OF PLAYERS
11.4 Any franchise that has violated the player usage restrictions (overusage) 
will face the following penalties:
a). Owners will lose draft pick for players that has exceeded their player 
usage level. The first occurrence will result in the loss of a last round draft 
pick. The second occurrence will result in the loss of a second-to-last round 
draft pick. Other occurrences will result in the loss of higher draft picks.
b). At the end of each regular season interval, the Commissioner, or his 
designate will check the final statistics for each team. Players who have 
exceeded the league usage level will be immediately fined with correct draft 
pick. Such players may not be eligible for post-season play.
c). Any franchise found to have violated the playing time restrictions could be 
disqualified from the post season.


Things to consider for playoffs after 2010:

I disagree that 20 PAs or 5 IP is a small is a small amount.  I have Neftali 
Feliz with 31 IP and using that # his overage would be 20%!  If we allow any 
over useage then # should be less.

With Neftali I made sure he didn't go over rather than lose him for playoffs 
(had approx 6 ip left) by not using him until last month.  Should someone be 
penalized by not using anyone with a chance of overuseage and leaving them off 
road games cmi and only playing them @ home (remember I only lost out on 1st 
place by 1 game)?  I also sent out emails advising teams to do the same!   I 
also send out emails that stated home teams should keep watch on road teams 
IP/PA and pull anyone as soon as their limits were reached.  A few did but most 
didn't.  I sent out more backup files this last month then all the other months 
combined (even sent to individual teams upon request)?? Not sure what else I 
can do???  Your help in this manner is needed and appreciated.

Overusage is either inadvertent or intentional.  If it is a small amount - 5 
innings, 20 PA who cares.  If it is 150 PA appearances and gave the manager a 
better chance of winning to keep in the playoff hunt or losing to get a better 
draft pick - then yeah - we should determine a penalty.
 
My team had one reliever who had 61 regular innings and was used 69 innings = 8 
overused innings. 
 
I had 3 home games and 27 road games in the last month and had no control on 
his overusage.  Should I be penalized?
 
Why have 2 different sets of penalties? - playoff teams lose players, 
non-playoff teams lose draft picks. 
* It should be uniform penalty for all.
* Instead of losing picks - teams that abuse overusage should probably be 
penalized by placement in the draft, not lose picks.  A bad team needs picks.  
A good team doesn't want to giive up good plaayers for picks.
*if there is a rule all ready in the constitution - live by it - now is not the 
time to ba making rules.

  I agree if a player is over the 2 ip or 2 pa they should be lost for the 
playoffs since maybe without over useage that team might have not made the 
playoffs.  As for draft picks all teams over should lose draft picks not just 
non-playoff teams.  It should be if 1 player = 10th rounder, 2 players = 9th 
rounder, and so on up until a 4th rounder.  All first year  managers should be 
limited to only 3 non-carded players so they have to learn how to manage the 
useage rules.  I do know a person looking at rejoining the league in Ray who 
was the purple manager a few years back.  He has moved to Florida for health 
concerns for the wife and everything is going good for him now so if you need a 
manager for Pitt ray is available to take over a team.  John (north bay)

Also what should we do about the over useage?  I think playoff teams should 
lose those players for the playoffs (again if they are over .2 IP and over 2 
PA).  However draft picks for those not in playoffs (but are per current 
rules).  

Never have heard from PIT and have been told he was called and he felt picked 
so guessing not going to hear from him.  Guess time to seek replacement.  If 
replaced then no fines for PIT as always all penalties are vs managers not 
teams.

I am going to leave it to you guys to decide.  Also have playoff file ready but 
waiting to determine which players to delete ref useage problems.

I understand the logic of avoiding any potential conflict of interest - but I 
would be satisfied with you or anyone auto-playing the games.
 
I have sent Start Draft a message about getting the draft file as an excel file 
for I was unable to do it myself.  I have not heard from them yet.  I can print 
the draft and retype onto an excel spreadsheet if need be.

heard from PIT about his home games.  Tides has big series w Howard for 1st

Tidewater, (mark has temp of 104 and cant play them still).  Once that series

while.  Attached is everything I have and if I heard from Pit then will gladly
