By all means continue the edit.  We can update the how to send and recd game 
files/cmi section as game now has the backup files/w import and export folders. 
 None of this was in game when rules were written.  Also new rules this yr are 
the one year trade rule, draft lottery for worst 4 teams to prevent any more 
tossing in the towel which cost at least 1 playoff team this year. 

ALL managers if you would go to the site read the rules there if you dont still 
have a copy and see if there is anything else we need to update or change/add 
to the rules.  These are rules already in place or changed and not rules not 
currently in effect.

Guys help with this but I think both deaths occurred this year (not sure about 
Harry's).

# of games will be/are just like MLB 5 1st round/7 last 2 rounds however we 
started that way then went to 7!  So yes I have been wishy washy about this but 
now having tried both ways..............  If it is good enough for MLB then it 
is good enough for me.

I don't doubt there are a number of errors, etc as I hastily tried to correct 
the General section so I could mail out new PIT manager.

Season will from now on always end in Sept (this was 1st using Oct as we got 
started late thur the problem with 2 extar series in Oct).

I wanted to add a few things that I think should be incorporated into the rules:
Under section 10 for playoffs can we have clarification of how many games each 
each series is? If we would have had a 5 game series last year in the first 
round we would have had a different world series champ so i think this is 
important.
 
I also noticed a bunch of flaws under rule 1 mostly by stating the same 
information twice. I edited it a little. What I wrote below is just a 
suggestion. I think I might be wrong in stating 2009 below. I am very bad with 
dates.  
I was also a little confused from rule 1 as to the difference between the 
president and the commissioner roles? This also leads me to the point that I 
think a list of positions and responsibilities should be somewhere on here. 
I  also think something should be added to section 3 for trades changing the 
time length that a complaint or vito can be presented after a trade is 
finalized by both teams. The complaint that popped up a month after I made a 
trade earlier this year is a little ridiculous. 
 

1.       GENERAL
This Constitution contains the rules and guidelines for the Neal Orleans 
Memorial Baseball league, hereafter referred to as the NOMBL. Any situations 
not covered explicitly by this document are the responsibility of the 
Commissioner to resolve. The Commissioner has the right to consider extenuating 
circumstances in the application of any penalties/punishments required by this 
document. 
 
This will be a 2 league,  20-team all computer Strat-O-Matic (SOM) with no DH 
in either league. Play will begin in April and end in early October. There is a 
3 tier playoff series immediately following the regular season that consists of 
the top 4 teams in each league. There will be 2 Leagues consisting of the R. 
Fosmore or H. Reickhart division in honor of two former NOMBL managers and 
personal friends who where lost in 2010.  10 Teams shall be placed in each of 
these two leagues and is open to change during the off season at  the 
discretion of the Commissioner.    Owners are responsible for playing their own 
home games and exporting game and print files in a timely manor each month. Net 
play during the regular season is optional and is at the discretion and 
responsibility of the home team. 
Note: All owners must have a computer and an e-mail address.  NOMBL will use 
the most current SOM disk. There will be a president who will be responsible 
for verifying proper rosters and rotations for each month. Any team that does 
not have a GM will have their games auto played and a designated GM shall 
prepare CMs (Computer Managers) and perform all necessary GM duties for that 
team until a new GM is found. If GM(s) wish to contract 2 or more teams this is 
at the discretion of the Commissioner.
 
 
 I really enjoy editing so if the league would like I can go through the rest 
of the rules and clean it up a little. I don't think there would be much to

EVERYONE, please welcome back Ray strawn back (I think he was Purple).  As you 
can see we have gone to 2 leagues with top 4 teams going to playoffs.  

I did also.  I have began revising the above rules but since he requested a 
copy sent what I have now.  Someone else was going to do this for me but havent 
heard from him since.  Anyone finding things in these rules needing to be 
updated (rules changed but not changed in this version of the rules).

  I agree if a player is over the 2 ip or 2 pa they should be lost for the 
playoffs since maybe without over useage that team might have not made the 
playoffs.  As for draft picks all teams over should lose draft picks not just 
non-playoff teams.  It should be if 1 player = 10th rounder, 2 players = 9th 
rounder, and so on up until a 4th rounder.  All first year  managers should be 
limited to only 3 non-carded players so they have to learn how to manage the 
useage rules.  I do know a person looking at rejoining the league in Ray who 
was the purple manager a few years back.  He has moved to Florida for health 
concerns for the wife and everything is going good for him now so if you need a 
manager for Pitt ray is available to take over a team.  John (north bay)

Also what should we do about the over useage?  I think playoff teams should 
lose those players for the playoffs (again if they are over .2 IP and over 2 
PA).  However draft picks for those not in playoffs (but are per current 
rules).  

Never have heard from PIT and have been told he was called and he felt picked 
so guessing not going to hear from him.  Guess time to seek replacement.  If 
replaced then no fines for PIT as always all penalties are vs managers not 
teams.

I am going to leave it to you guys to decide.  Also have playoff file ready but 
waiting to determine which players to delete ref useage problems.

I understand the logic of avoiding any potential conflict of interest - but I

I have sent Start Draft a message about getting the draft file as an excel file 
for I was unable to do it myself.  I have not heard from them yet.  I can print 
the draft and retype onto an excel spreadsheet if need be.

unfinished Tides and Pit.  However they are going to be autoplayed as never 
heard from PIT about his home games.  Tides has big series w Howard for 1st
