constitution ( see # 4 below ).

1. GENERAL
This Constitution contains the rules and guidelines for the Neal Orleans
Memorial Baseball league, hereafter referred to as the NOMBL. Any situations
not covered explicitly by this document are the responsibility of the
Commissioner to resolve. The Commissioner has the right to consider
extenuating
circumstances in the application of any penalties/punishments required by
this document.
There will be a president who will be responsible for verifying proper
rosters and rotations for each month. This will be a 20-team all computer
Start-O-Matic (SOM) league. Broken down into 10 teams per A.L. & 10 teams per
N.L. Teams shall be placed in divisions. No DH in NOMBL. Each league
will be broken down as follows, 2 divisions each consisting of 5 teams each,
with the top team & 2nd place team advancing to playoffs. You must have a
computer and an e-mail address. We will use the most current SOM disk.
Owners will play their own home games
Note: Any team that does not have a GM will have their games autoplayed
and a designated GM shall prepare CMs (Computer Managers) and perform all
necessary GM duties for that team until a new GM is found. The league shall
consist of 20 teams unless a majority of GMs wish to contract 2 or more.
2. TEAM ROSTERS
2.1 NOMBL team rosters shall consist of no more than 40 players. This
number may be modified at the discretion of the Commissioner, but only at the
conclusion of a season. The players may or may not have cards issued by
Start-O-Matic, but if a team loses a player card because Start-O-Matic elects
not to issue one for that player, the team may retain the rights to that
player at the expense of one roster position.
2.1.1 The 40-player roster must be announced to the league office by a
date announced by the Commissioner before opening day.
2.1.2 If a transaction puts a team over the 40-player limit during the
regular season, a player or players must be cut immediately to attain the
40-player limit.
2.1.3 The 40-player roster limit may NEVER be exceeded. If a trade between
seasons puts a team over the limit, a player must be cut until the team
reaches the player limit. Teams, however, ARE allowed to have fewer than 40
players and will NOT be allowed to pick up a player to make up the
difference.
2.2 From the 40-man roster, 25 players may be used in any given month. The
25-player roster must be named prior to the start of the month and must
cover every position on the field and have a backup at that position. For the
final month, rosters will expand to 40.
2.3 Each team maintains a never-ending right to each player it obtains
either by draft, trade or option.
3. TRADES
3.1 Trades shall be allowed at any time during the season, with a trading
deadline of the 20th of the month for players to be used the following
month. Players traded after the 20th day of the 4th month will not be eligible
for the playoffs.
3.1.1 Trades may involve a player or draft pick to be named later, but the
future consideration parameters must be approved by the Commissioner at
the time of the trade.
3.1.2 a 3-man commission has the right to veto the terms of any trade if
they consider it to be detrimental to the best interest of the NOMBL. If 1
member is involved in the protested trade, the other 2 members may elect a
3rd member if agreed on or send the protest to a league vote. If 2 or more
members of the commission are involved in the questionable trade it will may
go to a league vote if there is no odd-numbered consensus. In this case,
majority will decide. No majority will result in the trade standing.
3.2 Trades must be reported to the league President and Commissioner via
the league email address. BOTH parties must confirm the trade and name the
players/picks in each of their emails. Each team must submit the trade for
it to be official BY THE 20TH OF THE MONTH during the season. For ALL trades
(in- and off-season), there will be a 48-hour limit for both sides to
confirm the deal.
3.3 If a trade is made during the season, each manager must report all
statistics of the involved players from his team to the other manager and
league President as soon as the statistics are available. Penalty for overuse
of a player acquired in a trade are assigned to the last manager to use that
player.
3.4 Only draft picks for the next draft may be traded.
3.4.1 there will be a 15-day freeze on any trade for a new manager when he
takes over a team, regardless of what point in the season it happens to
be. This rule may be waived only if the new GM receives permission from the
commissioner.
4. MINIMUM AB/IP REQUIREMENTS
There will be a minimum requirement of 5500 total AB and 1490 IP. Any
team found to not meet these requirements before the start of the season will
be fined picks, players or whatever the governing body should decide is
needed. The president will be required to check all teams and report the
finding to the commissioner before the start of NOMBL play.
