Subject: Late CMI Penalty

Hello NOMBL Managers,

It appears someone has raised an issue regarding Robert's failure or tardiness 
in providing a CMI by e-mail.  I have been asked to rule on this subject.  I am 
at a slight disadvantage.  I do not know if anyone has ever been penalized and 
what those penalties were for failure to file a CMI timely.  Robert, please 
send me that information.

My initial thoughts are - why did Robert fail to file a CMI by e-mail.  My 
experience as a league commissioner is that I prepare my CMI and wait to 
collect the remaining league CMIs (19 in the case of the NOMBL) to prepare the 
current league restore (play ball ) file.  I believe Robert prepared his CMI 
timely.

So what did Robert do wrong - he did not send a copy of his CMI by e-mail to 
the league.  Maybe there are a few managers that rely on e-mail CMIs to play 
their games.  For instance in my case I have 2 series for 6 home games in July 
so I could try to capture the 2 CMIs and play my series and report.  However, 
in my case I am lazy and like to just catch the league restore file and use 
that.

Was anyone harmed?  You tell me if you were harmed by Robert's failure to file 
a copy of his CMI by e-mail.

My experience with Robert is that his bark is worst than his bite.  He gets 
frustrated with people filing CMIs or results late.  He threatens penalties.  I 
have some experience with NOMBL managers thinking the penalty they were 
assessed was excessive and Robert was willing to lessen their penalties - that 
was how I got knocked out of the playoffs last year - or was it I did not score 
enough runs?  Robert is doing his best in keeping the league running, 19 other 
managers happy, and making things fair for all.  Should Robert have sent his 
CMI by e-mail?  - maybe, but he is the primary person collecting the CMI files 
if not the only person doing such.  I do not see any harm here, so I am 
inclined to let the Casey Anthony jury say Not Guilty.

Therefore I am turning this over to Jack for my fine.  Once that is done will 
send it out (unless that is my penatly-not being allowed to).  Jack that is why 
you get paid the big bucks.
