Well, the playhead is always necessary, obviously. But the playhead-oriented editing operations are there to provide an alternative to people who prefer to do things more with the keyboard than the mouse. You can move the playhead with the keyboard, jumping by bars, beats, and region boundaries. The edit range does a couple of things. It is used to define ranges for punch in/out, transport looping, and for setting the tempo and a few editing operations (like the crop-region-to one you found). I had planned to add more operations, but in practice found that I got by just fine with what's already there.
