An FIR has been registered against the first year student -- Manoj Thakur -- on the basis of recommendation of the college, a police official said today. This is the first case of ragging in the hill state after enactment of an Anti-ragging Act having stringent provisions like three-year jail or fine of Rs 50,000 or both. Police are conducting raids to arrest the student, who is absconding, he said.
