Yes, you are quite right. When I heard it live, I realized that someone had
flubbed the lines and I somewhat rashly assumed it was Obama. Later on, the
play-by-play color commentator on the radio replayed the offending lines and
correctly pointed out that Roberts was actually responsible for most of the
flubbing. But on even more careful analysis, it seems that Obama may have
"stepped on" one of Roberts' lines, throwing off the timing and causing the
entire thing to go down in flames.

I note that the whole inauguration and Oath of Office ceremony ran a bit
late, so perhaps Obama and Roberts were feeling a bit of time pressure.

This delay prompted some wags to note the possibility of a momentary vacuum
of leadership if Bush's term would have run out promptly at 12:00 noon but
Obama would not yet have been formally inaugurated, technically leaving the
US without a President for a few minutes.

But evidently someone ran off to consult the Constitution or some other
dusty tome and found that even if the new president has not yet taken the
Oath of Office, they are still the President immediately after the previous
one's term runs out. Whew! That was a close one.
