I am using Notepad++ 5.3.1 UNICODE
When I copy some UTF-8 to the clipboard, then change the encoding from ANSI
to UTF-8 in some other document and paste it, all I get is question marks.
I'm quite sure this didn't happen in earlier versions, but I can't remember
which.

No, it is not fixed in code. An updated localization is still required, AFAIK.
See the translation forum for an updated english.xml template.

If you put @ in front of a path, you tell CCompletion it's a library path. If
you don't, it's a normal project path. Ctags doesn't know about this.
CCompletion
filters the @ out and joins identifiers from several ctags files appropriately.
As for excluding subdirectories, that's another matter. I currently simply
include
subdirectories whenever I trigger Ctags. I could add an additional annotation
with which you could specify that a path is not to be parsed recursively. I
do not know how this would mix with current limitation that paths may not
overlap
- in case you still needed to add the subdirectories somehow.
You could, however, already disable recursive path parsing, by hex-editing .DLL
on the spot where command line parameters are given for Ctags: search for "-R
--fields" and overwrite "-R" with spaces - be careful though as these are
unicode
(two-byte) characters.
Could you describe the situation in which you need to exclude the
subdirectories?
Maybe there's a better way around it with the current CCompletion capabilities.

Yes we have it on the radar. We have set as our first priority the establishment
of a new wiki based on the MediaWiki tool. We will have a trial site ready
shortly
for community feedback.
Don has a stated a number of times that the NP++ wiki should be the central
repository for all NP++ information and Chris and I agree with this. By having
one central place for information, community support will be made a little
easier
by:
(1) providing better access to information so that some questions do not have
to be asked,
(2) providing easy references for those providing answers in forums,
(3) ensuring there is only one location to find the available information.
Once this is established and we have provided the means by which community
members
can help develop the wiki, we will turn our attention to a new forum.
In the last few weeks, we have seen a number of announcements that will/could
influence the design of a new forum environment. These include:
(1) The rapid adoption of IRC as a means of supporting developers,
(2) The sudden appearance of Idea Torrent,
(3) The announcement in the SourceForge most recent newsletter: "...Today,
we have one site that serves both developers and consumers, even though their
needs are vastly different. The end result of our current approach is that
it's very hard to give them both what they want, but we've got something in
mind that we think will make everyone's experience a lot better. We're going
to split what is now the SourceForge.net website into two completely new,
separate
experiences..."
We had been thinking in terms of forums for developers and forums for end-users
but this announcement by SF means that the issue *may* get partially solved
for us.
It has also been clear to me that the NP++ community like to use the forums
to make requests for improvements but Idea Torrent may be an alternative.
I hope you can see that this may not be the right time to jump in with a new
forum. Not until the new announcements settle down and we can see what
eventuates.
Rest assured we will announce a plan fairly soon and when we do we will ask
for community feedback.

Exactly, that's what I did.
But when I choose "set working directory", NP++ always wants to start at that
specified directory, even if I just opened a file from a location below that
directory. In my opinion, NP++ should only remember the "working directory"
the first time I open it and then start from the directory of the last opened
file.
