    Description: When a invokedynamic call resolves to a method on a receiver 
of {{final}} type, the call site currently waits for normal PIC warmup(i.e. 
wait for the 1,000-hit threshold) before setting the optimized target. This 
delays JIT inlining for stable calls such as {{A.foo()}}, 
{{'abc'.toUpperCase()}}, etc. Set invokedynamic call site target immediately to 
enable earlier JIT inlining.  (was: Static calls are inherently monomorphic 
(receiver is always a Class object) , so no need to wait for the 1,000-hit 
threshold. )
