[~ecn] and I were discussing this. We decided that the best approach was to
make the agc clean up unrefed logs in recovery area. This avoids a rare
problem in 1.4 where sorted logs that are still needed are deleted because log
recovery takes a really long time. I checked in a fix to do this.
