Whats the behavior of bootstrap_config executing on a cluster? If a lot nodes
are not configured, what will start-all do? Maybe it should be execute when
someone initializes Accumulo, instead of when the accumulo script runs. But
this behavior may confuse new users as it would only copy the config for the
master node. Should we have this, does it hurt more than it helps?
