Do the same release rules for TLPs apply to contrib projects (aka, this
endeavor)? If so, I need to get my butt in gear with a released candidate and
all that fun stuff so we can release this alongside 1.5.0. I didn't see
anything obvious on http://www.apache.org/dev/release.html
