Summary: Make master handle tablet with multiple locations

If a tablet as multiple locations in the metadata table, the the master should
take no action on that tablet. I think the master may check for a tablet with
future and loc, but a tablet with loc and loc. A tablet should only have one
loc or future, not multiple of either.
