It's 3 commands (one per scope), e.g.
table.iterator.scan.vers=20,org.apache.accumulo.core.iterators.user.VersioningIterator.
But I like the idea of prompting for option keys/values. Then you'll just
get an error if you get the option names wrong, which is only slightly more
error-prone than the OptionDescriber case. We could probably make the
warning less dire in that case.
