A per-user permission for a namespace, identified as: "namespace.*" should be
possible to configure, and this permission should be used as a fallback to
check against if the user has no defined permissions for the table
"namespace.table".
As an additional step in the hierarchy, a user could be configured with a
default set of table permissions, to apply to all tables in all namespaces.
