Works fine if $ACCUMULO_CONF_DIR isn't set in the environment and it falls back
to $ACCUMULO_HOME, but when $ACCUMULO_CONF_DIR _is_ set, the code tries to load
the config out of the directory itself, rather than the file within the
directory.
