bq.  it is especially weird that deleterows is always exclusive on the start 
row.

These operations follow tablet boundaries and allow entering a range that 
targets specific tablets.   Tablets are exclusive on the start row and 
inclusive on the end row.  Its not ideal, but thats the reason the operations 
are exclusive/inclusive.
