For a scan session the tablet server keeps track of the continue key on the
server side, the client never sees it. The tablet server could ensure the
server side continue key keeps increasing. On the client side, the scanner
could ensure the key it uses to start scan sessions increases. I suppose you
can assume that keys should increase because of ACCUMULO-1527.
