[~kturner] pointed out to me that doing this in our build doesn't make a lot of
sense, because it affixes the links with an "early binding". Eclipse and other
IDEs can read the javadoc jars that maven produces and link them later. So,
really, the only place this matters is on the website, when generated javadocs
are published there. That does not have to be done in the build.
