Looks the move from the server module to the test module in ACCUMULO-655 didn't
move the resources, so the files were being pulled from a jar somewhere on the
classpath. Two of the tests just seem completely useless now, so I'm deleting
those, but "fixing" the other ones which appear to test parsing of a randomwalk
xml config file.
