Need to support situation where a user would like to decommission one uri in
instance.volumes. After decommissioning, Accumulo would no longer create files
there. However it would still reference files created there in the past.
One way to support this is to have tablet check their configured uri is still
in the config. This could be done at tablet load time or even at compaction
time.
