I think the last proposal seems reasonable except I think user created tablets
should be _by default_ marked ineligible, but not precluded from being eligible
for an automatic merge. If you are pre-splitting a table that is arranged by
date, for instance, and also performing age-off, you will eventually have a
large number of empty tablets.
