Updated patch that adds the variable to the top of the list to assist in
forward merging.
Tested that this change merges forward all the way to master.
Note that in the 1.4 -> 1.5 and 1.5 -> 1.6 merge there were some unrelated
conflicts in the test code related to ACCUMULO-1829
