ACCUMULO-1839 Fix ACCUMULO_CONF_DIR usage in Accumulo.java
The lookup of auditLog.xml in Accumulo.java was still looking in
$ACCUMULO_HOME/conf instead of $ACCUMULO_CONF_DIR.
