In the review of ACCUMULO-802, I feel like this operation (the ability to clone
an entire namespace) introduces too much complexity and consistency concerns,
without much added benefit. The same operation can be done more carefully on a
case-by-case basis in client code.
So, instead of implementing namespace clone in Mock, I'm going to rip it out of
802.
