Ideally, we could also use start-server.sh to restart the single tserver which
we stopped, but it looks like tup.sh is the script which checks the slaves
files to determine whether or not we should start a tabletserver on a host. I
think for now I'll leave the tup.sh in place -- it's probably not a huge sink
for small testing clusters anyways.
