Right now in 1.5.0+ versions of the continuous ingestion tests, the tablet
server agitator (agitator.pl) includes perturbing DataNode processes. We should
move these into the HDFS agitator from ACCUMULO-1794 (hdfs-agitator.pl), which
is currently limited to just HA NameNode failover.
This should simplify running the continuous ingest test in environments with
dedicated separate user roles for HDFS and Accumulo.
