ACCUMULO-1689 added the ability to conditionally run the GC. On a production
system its expected that the GC is running. Not running it in MAC gives the
user a less accurate testing environment. I think we should remove the option
for running GC and always run it.
Should also decrease the amount of time the GC waits between collection cycles
so that it runs more frequently on MAC. If the GC is going to impact a user in
some way, this will increase the chance that they will see it.
