suggest adding a footnote to "2.3.1. Tablet Server." Perhaps something like
this:
HDFS's block placement policy determines which data nodes will hold a replica
of the Accumulo RFile. The default HDFS placement policy is to put one replica
on one node in the local rack, another on a node in a different (remote) rack,
and the last on a different node in the same remote rack.

This generally ensures that the server assigned to a particular tablet will be
a HDFS replication location for the tablet's underlying RFile.
