Summary: Move conf/ and bin/ directories to somewhere more

The contents of conf/ and bin/ aren't really tied to a specific Maven artifact.
They're just hanging out in the root of the build. Logically, they're probably
tied to the assemble module, but we could also split up the binaries (and
configuration) to their respective modules, if that is more appropriate.
