{{TabletServer}} is slightly bigger than {{Tablet}} (see ACCUMULO-2041) and it
looks like it would benefit from splitting out more classes. There are 8
static classes defined in {{TabletServer}}. We could move the RPC
implementation out to its own class like we did with the {{Master}}.
