Regarding the suggestion to put it in docs/, I would prefer we just put it on 
the website, and reference it in the README. I've found it to be quite 
frustrating how we have documentation all over the place, which only leads to 
poorly updated, or divergent documentation. We should have a section on the 
website for documentation for each major version anyway.
